In this report the New York Civil Liberties Union, which represented the coalition that organized the New York City anti-war rally on February 15, 2003, provides the following:

  • A recounting of events leading up to the rally, including negotiations with the City about a proposed march and the NYCLU litigations challenging the City's refusal to allow a march;
  • A chronological overview of the actions of the NYPD on February 15;
  • A compendium of over 300 witness accounts received by the NYCLU about police actions on February 15; and An examination of protest activity in other cities and countries and a comparison of the practices of law-enforcement agencies in those cities and countries
